POSITION SUMMARY

Performs advanced and/or supervisory (senior-level) telecommunications systems analysis work. Work involves coordinating the planning, budgeting, and analysis of customer requirements, procedures, and problems to automate processing or to improve existing networks. Works to enhance services provided to existing customers on the TEX-AN statewide telecommunications network for the Department of Information Resources (DIR). Works with DIR network engineers to improve State Agencies Capital Complex voice and data connections as well as their Internet connectivity. Develops new customer relationships and provides appropriate user telecommunications solutions, including Voice, Video, Data and Internet solutions. Communicates effectively with vendors, agencies, management, and DIR staff. May plan, assign, and/or supervise the work of others. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

ESSENTIAL FUNCTIONS

  • Manages multiple tasks of varying complexity and priority for timely completion with minimal supervision
  • Provides assistance to state agencies and coordinates vendor planning on network design on TEX-AN telecommunications and data communications services
  • Performs technical assistance to state agencies on TEX-AN telecommunications and data communications services
  • Consults with customers to gather information and requirements in order to recommend the implementation of new and enhanced technologies
  • Conducts and presents briefings on network services to customers upon request
  • Makes site visits and attends project meetings to discuss planning and technical issues impacting the project 
  • Maintains reports on the status of vendor performance related to contract service levels
  • Works closely with agencies to ensure customer expectations are met or exceeded
  • Keeps informed of latest developments in telecommunications technologies
  • Assists in organizing and establishing of policies and procedures for network services 
  • Assists in the review of vendor services and charges
  • Prepares written correspondence to customers
  • Communicates effectively with vendors, agencies, management, and DIR staff
  • Oversees projects that cross functional agency systems and other state entities that require coordinating, planning, and scheduling during project development and implementation stages
  • Oversees the preparation of charts, diagrams, and tables that depict the present and proposed network systems in terms of costs, benefits derived, and tasks accomplished
  • Oversees the design and implementation of new or revised methods that effectively meet agency needs
  • Performs related work as assigned

EDUCATION

  • Graduation from an accredited four-year college or university with major course work in telecommunications, computer science, computer information systems, management information systems, or a related field.
  • Additional work-related experience may be substituted for education on a year-for-year basis

EXPERIENCE & TRAINING REQUIRED

  • Five (5) years of customer service experience supporting customers in a telecommunication related field
  • Two (2) years of experience in designing and developing telecommunications and data communications services for customers on a wide scale, to include voice, video, data and internet services
  • Five (5) years of government experience (preferred)

COMPUTER SKILLS

Proficiency in the use of a personal computer and applicable software necessary to perform work assignments e.g. word processing, spreadsheets (Microsoft Office preferred)
