The Opportunity

Do you like to work in a role that allows you to make a huge difference in the data maturity landscape of an organization and across the State of Texas?  Do you like to work with a lot of autonomy for creating new initiatives and services? This role with the Statewide Data Coordinator Office gives you the opportunity to make a difference in the state’s data governance, data sharing, and data analytics landscape.  This position will give you the ability to work with many diverse organizations at both state and local levels.  You will play an important role in helping to set the strategic direction for developing program rules, guidance, training, and support for the statewide data program.

 
The individual will perform complex (moderate-level) data analysis and data research. The individual will have excellent writing, communication, and analytical skills and be involved in multiple projects including planning, implementing, and monitoring data program elements and services that support government and higher education organizations throughout the state. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

What We Do

The ideal candidate will have the ability to highlight their strengths in the following functions:

  • Conduct outreach and overview presentation briefings for groups (5-10 people) of potential government Texas Open Data Portal (ODP) customers
  • Perform the administrative support functions for existing and new customers of the ODP, including customer on-boarding, contract coordination, and vendor management
  • Identifying, analyzing, and reporting of ODP trends, usage, visits, and downloads. Assisting with the development of ODP dashboards for open data stewards and agency executive leadership
  • Assist in the establishment and coordination of a State of Texas Open Data Portal User Group
  • Conduct and coordinate outreach activities (briefings, social media, presentations) with local and state agencies and institutions of higher education on data-related topics and program initiatives
  • Performs data and business analysis methodologies; in analyzing and evaluating complex information technology programs, policies, and issues; and in developing creative and workable business solutions to complex problems and issues
  • Assist in developing data-related training, educational and networking opportunities, and events for the Texas Enterprise Information Management (TEIM) data sharing community
  • Present at data related conferences/forums ODP updates, trends, and other data related material for groups (100-250 people) of government (state, local, county) and institutions of higher education
  • Participate and contribute data-related knowledge at internal agency meetings (10-50 people) on data topics and concepts
  • Maintain knowledge of industry advances through research and by attending vendor presentations and demonstrations on data products and services
  • Assist the Statewide Data Coordinator in the development and implementation of enterprise data strategies and plans, as well as the formulation and dissemination of data standards and guidelines

EDUCATION - REQUIRED

  • Graduation from an accredited four-year college or university with a bachelor’s degree in computer information systems, business administration, education, or a related field
  • Education and experience relevant to position requirements may be substituted for one another on a year-for-year basis

EXPERIENCE & TRAINING -  REQUIRED

  • 5-7 years of progressive experience managing multiple priorities, problem solving, decision making and planning
  • 5 years of proven experience in a customer service and support role
  • 2-3 years of experience leveraging data to help solve complex business challenges/opportunities to drive business outcomes

EXPERIENCE, TRAINING & EDUCATION -  PREFFERED

  • 2-3 years of experience working with relational databases using statistical applications for analyzing datasets (e.g. Excel, SAS, SPSS). Adept at queries and presenting findings in a clear and concise manner
  • 1-2 years of experience working with data related components, (enterprise information management, data governance, data integrity, open data, data analysis)
  • Master’s degree from an accredited college or university in computer information systems, business administration, education, or a related field

KNOWLEDGE, SKILLS & ABILITIES

  • Excellent analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy
  • Excellent report writing, spelling, grammar, and presentation skills
  • Ability to work a flexible schedule to meet required deadlines
  • Ability to work under pressure and exacting schedules to complete assigned tasks
  • Ability to establish and maintain effective and cordial working relationships at all organizational levels, including agency management, direct supervisors, co-workers, internal and external customers
  • Ability to understand, follow and convey brief oral and/or written instructions
  • Ability to communicate both verbally and in writing; in a clear and concise manner
  • Ability to work independently and as part of a team, and to support and contribute to a cohesive team environment
  • Ability to comply with all agency policies and applicable laws
  • Ability to comply with all applicable safety rules, regulations, and standards

COMPUTER SKILLS

  • Strong knowledge and experience with Microsoft Office software applications, including Word, Excel, PowerPoint, Access, and Outlook.
