THE OPPORTUNITY

Performs advanced (senior-level) managerial work administering the daily operations and activities of the Information Technology Operations department (ITOPS). Work involves establishing goals and objectives; developing guidelines, procedures, policies, rules, and regulations; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function, division, or department activities as they apply to the agency IT infrastructure and computing environments; developing and evaluating budget requests; and monitoring and reporting on budget expenditures. Planning, implementing, and monitoring information systems and infrastructure to regulate access to computer data files and prevent unauthorized modification, destruction, or disclosure of information. Also responsible for the delivery of server infrastructure and application end user support, including management of outsourced vendors. Oversees design, installation, policy development, training, monitoring, and analysis of existing server infrastructure hardware and software for both on-premise information resources and cloud information resources. Performs project management work in support of computer systems analysis, evaluation and documentation of the work product of DIR development, enhancement or remediation projects. Performs infrastructure and support tasks as assigned. Plans, assigns, and supervises the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgement.

WHAT WE DO

The ideal candidate will have the ability to highlight their strengths in the following functions:

  • Manages activities of staff in the Information Technology Operations team; Plans, assigns, and supervises work activities; Oversees the establishment of goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages employee performance evaluation activities;

  • Manages the relationship with the Data Center Services (DCS) vendors. Ensures compliance of DCS and agency staff with established Information Technology Infrastructure Library (ITIL) procedures. Provides architectural oversite to all DCS planning, refresh, modification, and new DCS projects and activities; works with the agency and DCS networking departments to resolve problems with the integration of agency and DCS networks;

  • Acts as a senior systems administrator to configure, troubleshoot and maintain highly complex computer applications, middleware and operating systems; Acts as a technical backup for team staff as needed

  • Identifies areas of needed change and makes recommendations to improve operations; Coordinates with other IT staff to ensure a secure computing and networking environment.

  • Coordinates or consults with other divisions or agencies on information technology issues as a subject matter expert; maintains partnerships and relationships by collaborating with business and technical representatives from state agencies and other organizations

  • Initiates and advises users and analyzes user requirements concerning hardware, software and the efficient use of information technology systems; Ensures that necessary security controls over software are maintained; confers with users to discuss issues such as computer data access needs, security violations, and programming changes

  • Implements, monitors, and maintains systems and procedures to protect data systems and databases from unauthorized users; Modifies and monitors computer files to incorporate new software and virus protection systems, correct errors, or change individuals access status

  • Performs other work-related duties as assigned

EDUCATION

  • Graduation from an accredited four-year college or university with major course work in computer science, computer information systems, management information systems, business; or

  • Additional job-related experience may be substituted for each year of formal education on a year-for-year basis. (High School diploma or equivalent certificate required).

EXPERIENCE & TRAINING REQUIRED

  • Ten (10) years of experience designing, developing, maintaining and supporting diverse technology systems, including network infrastructure, server infrastructure and application infrastructure, Computers and Helpdesk services.

  • Three (3) years of experience in a management or supervisory role.

EXPERIENCE & TRAINING PREFERRED

  • Experience as an Information Resources Manager (IRM) in the public sector. 

  • Extensive skills in the troubleshooting and management of networks, Windows servers, Unix/Linux servers, switches and routers.

  • Knowledge of and ability to develop infrastructure and computing platforms or farms for optimal performance while minimizing costs.

  • Ability to serve internal agency customers by focusing effort on meeting their needs, understanding their concerns, and effectively resolving issues

  • Ability to make critical decisions in the best interest of the agency and its mission and goals, while following agency procedures

  • Ability to focus on a goal and obtain a pre-determined result

  • Ability to understand, follow and convey brief oral and/or written instructions

  • Ability to establish and maintain effective and cordial working relationships at all organizational levels, including agency management, direct supervisors, co-workers, internal and external customers

  • Ability to exercise courtesy, tact and diplomacy in all communications; including the ability to exercise discretion when handling confidential information.

  • Ability to communicate both verbally and in writing; in a clear and concise manner

  • Ability to work independently and as part of a team, and to support and contribute to a cohesive team environment

  • Ability to work with limited supervision and to schedule workload to meet requirements and deadlines of the position

  • Ability to work under pressure and exacting schedules to complete assigned tasks

  • Ability to comply with all agency policies and applicable laws

  • Ability to comply with all applicable safety rules, regulations and standards

COMPUTER SKILLS

  • Proficiency in the use of a personal computer and applicable software necessary to perform work assignments e.g. word processing, spreadsheets (Microsoft Office preferred)
