​The following provides roles and responsibilities for state agencies and DIR:

Agency Role and Responsibilities

Every Texas state agency and institution of higher education is required to provide access to electronic and information resources (EIR) for state employees and members of the public with or without disabilities. State agencies and higher education institutions are responsible for:

  • Designating an EIR Accessibility Coordinator for the agency or institution
  • Developing, supporting, and maintaining the agency’s internal accessibility policy, including a compliance plan
  • Developing, procuring, maintaining and using accessible electronic and information resources that conform to statewide EIR accessibility law and administrative rules
  • Reviewing and assessing information provided in vendor accessibility documentation to assist the organization in determining the availability of commercial IT products that support accessibility
  • Educating staff about the requirements to support EIR accessibility
  • Participating in a biennial Information Resources Deployment Review (IRDR), including a review of agency compliance with administrative rules (1 TAC 206 and 1 TAC 213), and reporting the results to DIR
  • Determining whether compliance with a provision of EIR accessibility law or administrative rules imposes a significant difficulty or expense on the agency or institution and obtaining an exception from the head of the agency or institution
  • Providing individuals with disabilities alternate methods of access when exceptions are approved by the head of the agency or institution

DIR Roles and Responsibilities

DIR supports agencies’ accessibility efforts through this website and the office of the Statewide EIR Accessibility Program Director. Working with a variety of EIR accessibility stakeholders, we guide state agencies and institutions of higher education on the implementation of statutory requirements by:

  • Adopting standards and providing guidelines to implement state and federal EIR accessibility law and rules
  • Providing education, training, and collaboration opportunities
  • Communicating information about EIR accessible technology, tools, and templates
  • Developing policy guidance
  • Promulgating rules
    • For acquiring technology based on the federal accessibility standards
    • Applicable to development and monitoring of state agency Internet websites to make them accessible
    • Regarding emerging technologies related to accessibility and the commercial availability of products and software to implement statute
    • Regarding the implementation of an agency’s provision of an exception for significant difficulty or expense
    • Regarding exempting agency compliance with any provisions when DIR finds that “…the benefit of compliance for individuals with disabilities is relatively minor and the cost of compliance is relatively high”
    • Regarding electronic and information resources state agency surveys and state agency reporting requirements for implementation of statute
  • Highlighting areas of expertise and best practices throughout state government and institutions of higher education
