DEPARTMENT OF INFORMATION RESOURCES

THE OPPORTUNITY

The Texas Department of Information Resources is the state agency charged with protecting the state’s data and critical technology infrastructure, managing a multi-million-dollar cooperative contracts program, and providing strategic technology leadership, solutions, and innovation to all levels of Texas government.  DIR is a fast-paced and collaborative environment with highly motivated and engaged employees dedicated to achieving the best value for the state.

Performs advanced (senior level) managerial work providing direction and guidance to the Budget and Finance Department. Work includes establishing goals and objectives, developing, reviewing, and implementing department policies, procedures and guidelines.  Oversees complex financial analysis, agency budget functions and internal/external financial reporting.  Oversees review, determination, reporting, and analysis of cost savings. Analyzes expenditure and revenue trends. Advises and recommends appropriate actions to the Chief Financial Officer and other members of management.  Communicates with external oversight stakeholders including the Office of the Governor and Legislature. The Director of Budget and Finance is a direct report to the Chief Financial Officer and works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

WHAT WE DO

The ideal candidate will have the ability to highlight their strengths in the following functions:

  • Directs the finance and budget department ensuring compliance with agency policies and administrative duties; Develops and implements policies and procedures for budget and financial activities to ensure compliance with state and federal laws, rules, and regulations; Monitors DIR’s financial performance to ensure compliance with budget limitations including appropriations and available revenue sources; Plans, assigns, and supervises the work of the Budget and Finance Department staff; includes conducting timely performance evaluations 
  • Oversees the development of budget-related deliverables, including but not limited to legislative appropriations requests, operating budgets, performance measures, fiscal notes, monthly and quarterly financial reporting
  • Manages the development and evaluation of agency and division budget reports; Prepares and produces Budget and Finance Department work products and reports; Collects, verifies, reports, and measures financial data; recommends system development and enhancement to improve financial data collection and analysis 
  • Responds to requests from representatives of government bodies including the Office of the Governor, Legislature, the Legislative Budget Board, Senate Finance Committee, House Appropriations Committee, Comptroller of Public Accounts, and the State Auditor’s Office
  • Updates DIR data in the Legislative Budget Board’s (LBB) Automated Budget and Evaluation System of Texas
  • Develops and implements cost savings models for program activities; oversees internal and external cost-saving analysis and reporting 
  • Assists in the development of financial aspects of vendor contracts; monitors financial performance and compliance; makes recommendations on vendor contract improvements; reviews and analyzes vendor proposals for accuracy
  • Performs other related duties as assigned

 

EDUCATION

  • Bachelor's degree from an accredited four (4) year college or university with major course work in business, accounting, or finance.

 

EXPERIENCE AND TRAINING REQUIRED

  • Ten (10) years of experience in financial analysis, State of Texas budget practices, and/or working with varied accounting and financial systems  
  • Ten (10) years of experience working with State of Texas Legislative Appropriations Requests, Annual Financial Reports, agency budgets, business plans and/or related financial statements
  • Ten (10) years of experience presenting complex budget and financial issues to the Legislature, Executive level, and agency board 
  • Experience in a full-time supervisory or managerial role

 

EXPERIENCE AND TRAINING PREFERRED

  • Experience managing complex accounting and budget functions
  • Governmental accounting and budget background, including preparation of agency budgets and financial statements

 

CERTIFICATIONS / LICENSES PREFERRED

  • Certified Public Accountant (CPA) or CPA candidate

  • Knowledge of state and federal laws, rules and regulations aligned with the functions performed by Texas State accounting and finance operations
  • Knowledge of governmental accounting and financial systems

COMPUTER SKILLS

  • Proficiency in the use of a computer and applicable software necessary to perform work assignments (e.g., word processing, spreadsheets). Microsoft Office preferred
