Schedule of Solicitation Opportunities

Annually (each September) DIR updates the procurement schedule of solicitation opportunities of all planned procurements for the coming fiscal year.

Please note that all planned procurements are subject to change and all dates are approximate and subject to change without notice. Check this page often for updates. 

Note: This page has formerly been referred to as the Current Contracting Initiatives (CCI).

All Solicitations are also posted and maintained on the Electronic State Business Daily (ESBD).

DIR conducts procurements for Cooperative Contracts (CC), Shared Technology Services (STS), Communications Technology Services (CTS), and Internal (I) DIR purchases.

If you have questions about any of the procurements listed here, you may only contact the point of contact shown for the particular procurement. Failure to abide by this requirement may affect your eligibility for an award.

These are upcoming Solicitations that are being developed but have not been released for responses. Check this list often to get a better idea of the types of products and services DIR is looking for.

Please note that the Electronic State Business Daily (ESBD) pre-solicitation postings do not allow for modifications/updates to the pre-solicitation document. A pre-solicitation posting on the ESBD may expire prior to the actual solicitation posting. In these instances, the Schedule of Solicitation Opportunities page will contain the revised Tentative Solicitation Release Date.

DIR intends to contract for Law Enforcement, Surveillance and Security Monitoring Technology Products and Services. This is a subsequent procurement to DIR-CPO-TMP-443 under the cooperative contracts program. Potential respondents should note that requirements and response instructions may not be identical. The manufacturer and/or the manufacturer’s authorized resellers may respond.

DIR intends to contract for Emergency Preparedness, Disaster Recovery Technology Products and Services. This is a subsequent procurement to DIR-CPO-TMP-443 under the cooperative contracts program; Potential respondents should note that requirements and response instructions may not be identical. The manufacturer and/or the manufacturer’s authorized resellers may respond.

Posting Phase

These Solicitations are currently active. Vendors are able to submit responses until the deadline. Pre-Solicitation conferences are posted on the DIR calendar.

DIR intends to contract for Geographic Information Systems (GIS) and Digital Land Surveying Products and Services. This is a subsequent procurement to DIR-CPO-TMP-444 under the cooperative contracts program. Potential respondents should note that requirements and response instructions may not be identical. The manufacturer and/or the manufacturer’s authorized resellers may respond.

Vendors that have current contracts awarded under DIR-CPO-TMP-444 that are interested in an opportunity to receive a new contract award must respond to this solicitation posting. All contracts that were awarded under DIR-CPO-TMP-444 are at the end-of-life with no remaining renewals.

Vendors are required to go to the Electronic State Business Daily (ESBD) to view and download the solicitation and response documents. A link to the ESBD posting is below. 

Please see the RFO posting on the ESBD for registration details for the pre-solicitation conference and for the Vendor Question Submission process and deadline. Questions submitted by the deadline will be answered in an Addenda to the RFO. Vendors will not receive individual emailed responses to RFO related questions.

Vendor Management Application (Tech4TX)

The Tech4TX application (previously known as BidStamp) is DIR’s e-procurement system that supports solicitations and contracts throughout the procurement lifecycle by automating the procurement processes, e.g., solicitation creation and posting, collecting vendor responses, evaluation of responses and recommendations, and contract creation, award, and management.

 

Evaluation Phase

DIR is currently evaluating responsive vendors’ proposals and no longer accepting responses from the vendor community.

Negotiation Phase

DIR is currently negotiating with Successful Respondents and no longer accepting responses from the vendor community.

PLEASE NOTE: All Successful Respondents invited to negotiations, should have received a communication from DIR during the month listed below as the “Start Date.” If your agency has not received a communication from DIR during the month listed for the Start Date, and your agency submitted a proposal to one of the RFOs listed in the negotiation phase, please contact the DIR point of contact listed below for the applicable solicitation.

As the negotiation phase may take several months to complete, please ensure that your company’s designated point of contact for the negotiation of a potential contract award remains updated with the DIR point of contact listed below.

Vendor Protest Procedures

The Vendor Protest Procedures page is provided to Vendors for step-by-step instructions for formal protest during solicitation, evaluation, or award of a contract by the Texas Department of Information Resources (DIR). This Vendor Protest SOP should be read in conjunction with 1 Texas Administrative Code Chapter 201, General Administration, §201.1 (a) (1 TAC 201.1 (a)).
