Certification for Purchase Through Local Cooperatives

If an IT commodity purchase is not available through a DIR contract, State Agencies may request a written certification from DIR for the limited purpose of purchasing the commodity through a local government purchasing cooperative. TGC 2157.068 (f-1), (f-2)

This certification process may be used in place of the exemption request process.

Certification does not authorize a State Agency to purchase directly from a vendor or waive other state purchasing requirements. It allows the agency to purchase through a contract developed by a local government purchasing cooperative under TGC 791.

One-Time Exemptions or Certification for Purchase Through Local Cooperative

State Agencies can submit requests for exemptions to DIR for review. Requests must be approved by DIR to be granted the exemption.
