DIR Director of Program Development Awarded Outstanding Women in Texas Government Award

AUSTIN--- The Texas Department of Information Resources (DIR) is proud to announce that DIR's Director of Program Development, Endi Silva, received the Rising Star award from the State Agency Council to the Governor's Commission for Women.

​Nominated by DIR leadership and selected by an independent committee, Silva was one of four Outstanding Women in Texas Government award recipients and will be honored in a virtual ceremony on June 8.

"Endi's career is a stellar example of setting the bar high and achieving her goals.  Her tireless work ethic, friendly demeanor, and can-do attitude make her an invaluable asset to DIR and to Texas," DIR Executive Director Amanda Crawford said. "Through her service and leadership at DIR, everyday Endi embodies all the characteristics of a true rising leadership star."

Silva began her career in public service in 2007 working in the Gifted and Talented Program in the El Paso Independent School District.  Next, she spent four years as a research specialist at the Texas Senate Research Center. She joined DIR in 2013 as a senior analyst in the Chief Technology Office and four years later, she was promoted to lead her division as DIR's Director of Technology Policy, Planning, and Governance.

In 2019, Silva became DIR's first Director of Program Development.  In this role, Silva advises the executive director and coordinates and promotes DIR program development activities.  She is also responsible for overseeing customer outreach and growth strategies for an agency with an annual fiscal profile of more than $4 billion.

"Endi's skills in translating technology to business are put to use daily as she sets the tone and strategy for DIR's voice and outreach, "Crawford said. "Through effective and innovative communications, outreach, and messaging of DIR's many products and services, Endi and her team are instrumental in serving our government customers throughout Texas."

Born and raised in El Paso, Silva graduated Summa Cum Laude with a Bachelor of Arts in Theater and History from the University of Texas at El Paso (UTEP).  She is also a 2020 graduate of the Executive Leadership for Information Technology Excellence (ELITE) program through the Governor's Center for Management Development.
