Position Summary

Working with the Chief Data Officer, the individual will act as lead and perform a variety of  advanced or highly advanced(senior-level) technical, training, research, planning, policy, program assessment, and administrative activities for assigned program. The individual will have excellent writing, communication, presentation, and analytical skills. This role will be involved in planning, coordinating, implementing, and monitoring open data and closed data program elements and services that support government and higher education organizations throughout the state, and will have a focus on increasing cross-agency data sharing. Knowledge and background in data practices is expected. Serves as the Records Management Officer for the agency. Works under limited supervision with moderate to considerable latitude for the use of initiative and independent judgement for the program overall.

  • The Data Sharing Strategist manages all administrative and technical support functions for current and new customers of the Texas Open Data Portal (ODP) and the Closed Data Portal (CDP); leads the process of getting new users set up, prepared and trained in how to publish their agency dataset assets to the ODP or CDP; acts as a consultant to the ODP or CDP customers by facilitating discussions through business team work sessions to identify and recommend candidate datasets for ODP publication or CDP data sharing
  • Consults with DIR data analysts to analyze data from the Open Data Portal and other sources to uncover new, external cross-agency data sharing opportunities; develop data sharing business cases to support external customer engagement; and actively engage with state agencies to form partnerships, promoting the sharing of data in accordance with applicable laws and guidelines.
  • Serves as the primary liaison to collaborate with agencies, institutions of higher education, legislative staff, and internal DIR programs to demonstrate and explain the ODP and CDP portals; maintains knowledge of industry advances by conducting research and by participating in or attending presentations and demonstrations centered around data-related products and services.
  • Serves as the domain administrator for the CDP across all state agencies; recommends enhancements or improvements to the ODP/CDP platform; provides strategic advice by creating related policies, procedures, best practices, and standards; manages user access and collaborates annually with ODP customers to keep user access updated.
  • Prepares and conducts ODP/CDP training sessions; assists with other DIR related events for the Chief Data Officer; leads and coordinates quarterly informative meetings for the Open Data Portal User Group (ODPUG); participates and presents updates at the Data Management Advisory Committee (DMAC) and other briefings as needed.
  • Identifies and analyzes ODP usage trends, which are reported monthly and quarterly to the Chief Data Officer (CDO), the Strategic Initiatives Committee (SIC), and the Board of Directors (BOD); produces ad-hoc reports of ODP/CDP statistics for executive briefings, legislative requests, or other presentations; monitors the performance of the ODP platform and recommends changes as needed; supports the development of dashboards for open data stewards and agency executive leadership
  • Serves as the agency’s Records Management Officer, including the following specific job functions:
    • Ensures agency compliance with established records retention schedule;
    • Assists agency staff with requests to archive or retrieve records from the State Library and Archives Commission; and
    • Manages records management projects as necessary.
  • Performs other work-related duties as assigned.

Additional Duties:

  • Consults and assists with the ODP/CDP vendor to resolve any customer issues/problems encountered to the customer’s satisfaction; maintains a good working relationship with the vendor and stays updated on any new features or potential changes to the ODP/CDP platform; acts as the main point of contact between the vendor and the ODP/CDP customers.


  • Graduation from an accredited four-year college or university with a bachelor’s degree in computer information systems, data analytics, business administration, or a related field.
  • Additional work-related experience may be substituted for education on a year-for-year basis (high-school diploma required).

Experience and Training Required

  • Minimum of four (4) to five (5) years of proven experience in a customer service and support role.
  • Minimum of four (4) to five (5) years of progressively responsible experience managing multiple priorities, problem solving, decision making, planning, and conducting presentations to IT and Business leadership.
  • Minimum of three (3) to four (4) years of experience leveraging data to help solve complex business challenges/opportunities to drive business outcomes.
  • Minimum of three (3) to four (4) years of experience working with relational databases using statistical applications for analyzing datasets (e.g., Excel, SAS, SPSS). Adept at queries and presenting findings in a clear and concise manner.

Experience and Training Preferred

  • Experience working with data management related principles, (enterprise information management, data governance, data quality, metadata and master data management, reference data, data handling ethics
