Artificial Intelligence Center of Excellence (CoE)

Artificial Intelligence (AI) can support Texas agencies with digital assistants and automation to deliver services to Texans efficiently. For the purposes of this initiative, Machine Learning, Robotic Process Automation, and Natural Language Processing all fit within the AI category. The AI CoE would be an educational endeavor, leveraging subject matter experts (SME) and working directly with agencies to help them manifest their AI CoE. Each CoE would be positioned explore AI opportunities and to develop a digital workplace that promotes automation as outlined in the state strategic plan.

Proof of Concept and Rapid Prototyping

The role of information technology in Texas state agencies continues to grow, driven by digital government and constituent’s expectations. Business applications directly support an organization's capabilities to deliver an agency’s mission. Many agencies use standard development approaches, but these are no longer sufficient to meet the increasing demand for agility, speed to market and quality. In order to accelerate time to market we realized a hands-on experience is critical. We partner with higher educational institutions and industry partners to fast-track technology adoption and innovation. One of the key activities is learning by doing and rapid prototyping to share business value with leadership and business units in each agency.

Recent Proof of Concept/ Pilot

DIR conducts a minimum 10 proof of concept or rapid prototyping of emerging technologies every year and reports them to the legislature through quarterly performance measure reports.

Some key flagship projects in last three years are listed below:

  • Chatbot /Contact Center Technologies - 2020

DIR is in the process of conducing proof of concept/pilot using public cloud services to stand up solution to automate the “Ask DIR” functionality on our website. Upon completing the pilot, we will publish a lessons learned document to include how to fast track contact center technology adoption and implementation.

  • Robotic Process Automation - 2019

A PoC was successfully completed to automate certain process in TEX-AN billing process. RPA was used to automate the consolidation of files onto a spreadsheet and perform formatting and calculations. The RPA digital assistant then validated sums against summary data and created a discrepancies report. RPA in conjunction with OCR was used to capture information from scanned invoices to generate an invoice report. The report was then used by another bot that logged into Salesforce and created invoice record entries.

  • Blockchain - 2018

DIR conducted a proof of concept on Blockchain in partnership with Gartner in 2018. Blockchain is an emerging technology with benefits in the areas of data storage, security and identity management. This technology also provides efficiencies that may translate into cost savings which within the financial and governmental sectors. Blockchain is a Distributed Ledger Technology (DLT) based on a peer-to-peer network architecture for storing transactions in a manner to prevent unauthorized modification of the data which is stored on all nodes on the network.
