Application Portfolio Management (APM)

APM provides a centralized approach for collecting the various attributes of all business applications deployed within an agency, empowering end users to make informed, prioritized investment and risk decisions in the delivery of secure technology services that will better support their core business needs.

Section 2054.574, Government Code entitled Application Portfolio Management Program (APM) requires DIR to develop and implement a shared application portfolio management program for state agencies that includes best practices and tools to assist state agencies in managing applications.

APM Background

Following the 2014 legacy systems study and the passage of House Bill 1890, DIR was directed to provide an APM service with the option to perform a pilot to better understand the needs and scope of a full-service solution. The pilot uncovered several findings for agencies including: the need for a centralized approach to APM to collect and analyze data, having an APM to describe the relationships between their business applications, and employing effective APM governance to ensure consistent configuration.

The final recommendations of the pilot confirmed that an APM solution is viable for state agencies and interested customers.
