THE OPPORTUNITY

The Texas Department of Information Resources (DIR) serves a wide spectrum of customers including Texas state, county or local government offices, and public education entities of all sizes by leveraging bulk buying power that enables eligible customers to buy Information Technology (IT) products and services at aggressive discounts without the need for a lengthy procurement process. The Chief Procurement Office (CPO) interfaces with major IT companies, DIR customers, and the public in performing their roles. DIR is a fast-paced and collaborative environment with engaged employees dedicated to achieving the best value for the state. We are a state agency utilizing private industry best practices, including tele-work opportunities, to improve overall state functionality.

This position performs moderately complex analysis and technical work on the Sourcing Analytics, Research and Compliance (SARC) Team. Works closely with the vendor community and the Contract Managers within DIR to ensure compliance of CPO Standard Operating Procedures (SOPs). Performs basic analysis of vendor reported data and contract data entered within Salesforce and BidStamp; Develops, maintains, and revises actions related to operational risk assessments and process improvements. Conducts research and identifies data trends, administers work simplification studies, and prepares procedure manuals to assist management in operating more efficiently and effectively.  Works under general supervision, with limited latitude for the use of initiative and independent judgment.

ESSENTIAL FUNCTIONS

  • Verifies accuracy of vendors’ sales reports as required by state statute
  • Processes requests for public information in pursuant of the Texas Public Information Act for requests assigned to the Chief Procurement Office 
  • Processes and responds to time sensitive inquiries and requests from internal and external customers in a professional and dependable manner
  • Assists CPO management in Audit administration to include data entry, tracking and timely completion of audit recommendations, and reporting
  • Identifies and monitors trends relating to CPO Risk Assessments and SOPs
  • Collects and analyzes data related to contract management, risk assessments, and process improvement
  • Monitors and documents processes and procedures to ensure compliance

ADDITIONAL DUTIES

  • Acts as a backup for Exemptions, Vendor Sales Reporting and Compliance issues administered within the department  
  • Develops ad hoc reports for internal and external customers
  • Works closely with internal Information Technology department to ensure accuracy of contractual data is maintained within agency's data warehouse  
  • Performs other duties as assigned

EDUCATION

  • Graduation from an accredited four-year college or university with major course work in business administration or related field
  • Additional work-related experience may be substituted for education on a year-for-year basis

EXPERIENCE & TRAINING REQUIRED

  • Minimum of three (3) years' experience performing risk assessments and conducting data analysis
  • Minimum of three (3) years' experience researching and identifying data trends
  • Intermediate level of Microsoft Excel experience: Maintain a large worksheet, manipulate data, create charts, develop a data list, document and audit a worksheet (Exercise to demonstrate proficiency will be administered at the time of interview)

EXPERIENCE & TRAINING PREFERRED

  • Working knowledge Business Objects (BOBJ) and Salesforce Customer Relationship Management (CRM) software
