Managed Application Services (MAS) is a program comprised of three Service Components, each with distinct statements of work. DCS Customers may request services to provide application remediation, transformation, development, and/or maintenance work efforts.
Three different service types are available, with each service providing appropriate resource staffing to meet customer needs:
- Hourly Rate Card resources allows customers to select application resources by skill set
- Application Development services support milestone-based customer development and modernization efforts
- Application Maintenance fixed-cost services are delivered based on customer-defined requirements and project specifications
Customers can initiate service requests for all services via the DCS Portal Service Catalog.
Rate Card Services provides customers with resource augmentation for applications hosted in the DCS program. Customers may request a resource(s) with the skills and experiences they need from a pre-defined list at set hourly rates. Upon receiving a customer request, the MSI will coordinate with the SCP to develop and deliver a proposal containing the proposed resource(s), number of hours, and cost estimates for customer review and approval prior to service delivery. The SCP is required to onboard resources within 5 calendar days; however, this timeframe may be longer depending on background check requirements required by the customer.
Application Development Services have a specified scope of work and are finitely executed. Development work may be associated with either an entire project or a subset of deliverables associated with a project – commonly referred to as "buying a solution." This solution supports customer's milestone-based application development and modernization efforts.
Application Maintenance provides day-to-day management, enhancement, maintenance, and support of existing applications at predetermined service levels. Upon receiving a customer request, the MSI will coordinate with the SCP to develop and deliver a milestone-based proposal containing the resource(s), hardware/software, and cost estimates for customer review and approval prior to service delivery.
|DCS Application Support||MAS service charges will be invoiced together with DCS Infrastructure charges, allowing DCS customers to leverage their DCS Capital Budget appropriations to obtain application development, remediation, and maintenance support for DCS hosted applications.|
|DCS Security Clearance||Staff resources have passed all security requirements and completed DCS security training courses, including regulated data requirements, prior to beginning work.|
Customers may use Rate Card services to augment project or work efforts with a single resource or multiple resources with varying application skills. Customers will know in advance the hourly rate for each skill set. This approach allows customers to staff their DCS application work efforts appropriately and to effectively manage costs.|
Managed Application Services can be used to assume the work of larger projects that require multiple skill sets.
Rate Card Resource Staff
Hourly resources are offered for 37 application skill sets ranging from junior to senior level staff.
Customers have the option to request onsite (customer location) resource staff or offsite resource staff (remote location) for the same cost. This approach may benefit customers with limited office space. Hourly rates will remain constant through FY19 and may increase slightly if DIR executes option years in FY20 and FY21.
Application Development pricing is dependent on the completion of project deliverables and milestones. The SCP project price is developed using established hourly rates for the skill sets needed to support services, the number of hours required to meet performance expectations, and the timely completion of deliverables and milestones.
Application Maintenance is a fixed-fee price for providing customer-specified application support services for a finite period of time. SCP pricing is developed using established hourly rates for the skill sets needed to support services and the number of hours required to meet service levels for the requested services.
