Position Summary

Performs advanced (senior-level) telecommunications-related financial analysis, reconciliation, and regulatory work. Work involves administering financial processes and systems; reviewing, analyzing, and evaluating complex financial data; preparing reports and responding to inquiries; and recommending and approving appropriate action to resolve financial and regulatory problems. May supervise the work of others. Works under minimal supervision of the Telecom AR/AP Manager, with considerable latitude for the use of initiative and independent judgment.

  • Coordinates the development, analysis, and review of telecom-related financial data and applicable business, financial, and/or regulatory plans.
  • Coordinates and oversees telecom vendor account reviews, including the accumulation of data, financial modeling, reporting, and monitoring of vendor responses.
  • Administers financial processes and systems developed to oversee financial or other regulated entities.
  • Develops and maintains comprehensive sources of examination-related policies and procedures.
  • Integrates conflicting programmatic and financial objectives into recommendations for agency management.
  • Ensures compliance with established procedures, requirements, laws, and regulations; completeness of data; and presence of adequate documentation.
  • Provides interpretation on technical questions of financial and regulatory compliance with applicable state and federal statutes and industry regulations. 
  • Performs other work-related duties as assigned.

Education

  • Graduation from an accredited four-year college or university with major coursework in accounting, business administration, finance, economics, or a related field is preferred.  
  • Additional work-related experience may be substituted for education, two years of experience for each year of college. High School Diploma or equivalent certificate required.

Experience and Training Required

  • Minimum of ten (10) years in the telecom industry, including financial analysis and client support.
  • Minimum of ten (10) years of progressively responsible experience with financial or accounting functions, practices, and procedures.
  • Experience using Microsoft Word and Excel

Knowledge, Skills, and Abilities

  • Knowledge of generally accepted accounting principles and procedures
  • Knowledge of automated financial systems 
  • Knowledge of telecom industry financial information, terminology, and practices.
  • Skill in application of accounting theory and techniques
  • Ability to analyze and interpret complex telecom industry data, with an emphasis on reconciliation and dispute resolution.
  • Ability to prepare managerial reports and facilitate multiple-party communications geared toward operational decision-making.
  • Ability to administer financial processes and systems; to perform and interpret numerical analyses; to interpret statutes; to analyze, evaluate, and summarize financial and management records for accuracy and conformance to procedures, rules, and regulations; to prepare reports and correspondence regarding findings.  
  • Ability to gather financial/accounting data and process meaningful conclusions.
  • Ability to exercise courtesy, tact, and diplomacy in all communications.
  • Ability to evaluate, interpret, develop, and prepare pertinent accounting data and reports in a clear and concise manner.
  • Ability to work accurately and effectively with numeric detail. 
  • Ability to establish and maintain effective and cordial working relationships at all organizational levels, including agency management, direct supervisors, co-workers, internal and external customers.
  • Ability to understand, follow and convey brief oral and/or written instructions.
